Chapter 1.
Cultural Nationalists
In the 1960’s the Chicano Movement rallied the Mexican American to unity under a banner of cultural nationalism. The call was for a return to the mythological, spiritual homeland of our indigenous ancestors. In this new take on an old Mexican mythology, Aztlán, the ancestral home of the Aztecs, was posited to be northwest of the Valley of Mexico somewhere in the vast lands ceded by Mexico to the United States, through the Treaty of Guadalupe Hidalgo, at end of the Mexican American War. In the search for ethnic community and commonality, the Aztec mythological past (without either a physical location or time) created, for those who agreed, an experience of familial sharing and bonding and for those Mexican Americans who didn’t agree at least a point of cultural reference.
Those who agreed with and participated in the Cultural Nationalist conception of Chicano/a reality were drawn into the formation of the discourse of Chicano/a. The tools that allowed for legitimization of the discourse were set in motion. Omi and Winant (1994) write that, “…social movements create collective identity, collective subjectivity, by offering their adherents a different view of themselves and their world; different, that is, from the characteristic worldviews and self-concepts of the social order which the movements are challenging” (p. 88). Thus, solidarity of purpose creates a new identity and bond for those within the movement. The Chicano/a Movement of the 1960’s and 1970’s was just such a social movement based in the commonality of cultural nationalism. It provided the Chicano/as with a voice in their struggle for their basic human rights and cultural place within the dominant Anglo culture. It strived to develop a pride in the Chicano/as through identification with the historical artifacts of the culture. The reiteration and reification of the past provided a sharing through repetition of the commonalities of myth and history. It also created (some would say re-created) a community and a people and provided them with the necessary components of a culture: an ancestral land and a world-view, the mythology of Aztlán.
This mythology was to an identifier, signifier and symbol of the lost lands of northern Mexico as well as a spiritual carrier of Chicano heritage for all. But, the same Cultural Nationalists within the Chicano/a Movement, wanting to bond and unite the movement’s followers under their conception of reality, refined the mythology in their own image. Ignoring the past and casting the older groups and organizations (The G.I. Forum, MALDEF, etc.) in a light of compromise and capitulation, the Cultural Nationalists effected a revolution in the hearts and minds of the newly defined Chicano/as. But, it wasn’t an overthrowing of the established leadership without culpability on the part of the masses. Stuart Hall (1996) puts it in Gramscian terms, “Leadership’…has its ‘coercive’ aspects too. But, it is led by the winning of consent, the taking into account of subordinate interests, the attempts to make itself popular” (p. 426). Powerful in message and promise, Chicano/a cultural nationalism seemed to have something for each and every subordinate’s interest and the spiritual and symbolic mythology developed its own hegemonic structure of power with the cultural nationalists in charge. This new structure was to be used for positioning within the greater hegemony of the white culture. The new Chicano/a was to be positioned at the margins of the dominant social structure embracing the post-colonial construct of the Indian/other in a deliberate essentialist strategy to redefine and dominate the Chicano/a movement, and the newly developed hegemonic structure that it created, and lead it in its strategic struggles with the dominant culture. The message, strong in pride and power, resonated deeply within the Chicano/a group.
Some of the younger members of the Chicano/a Movement, coming of age in the 1960s, were in a state of cultural anomie. They were trapped without the benefit of an ethnic/cultural past that reflected their own true experiences. Their parent’s home was in Mexico, but they were born American. The problem was that America rejected them, except as chattel, and denied them a place in the pantheon of immigrant success stories unless they were willing to give up the heritage of their parents and embrace the ethnicity model and take their place within the Anglo dominated hegemonic structure. Some were willing to do so, but for the others the Aztlán mythology provided them with new roots and a new identity invested in land. Because as Shelia Contreras (1998) writes, “…it is precisely this connection to the land-the idea that the very heart of the Chicano people is rooted in the earth-that undergirds the Chicano nationalist claims to Aztlán as the cultural homeland and an implicit status as first inhabitants of the region” (p. 119).
Inhabited by Indigenous tribes and colonized by the Spaniard, the areas of the Southwest claimed as Aztlán had the culture and Weltanschauung of the Spanish nation imposed upon it. The Chicano/a’s model of resistance, embodied in an Indian trope (as noble fighter), was justifiably seen as fitting and heroic as a symbol of the resistance implicit in the discourse. The futility of the American Indian’s struggle and their defeat against the Anglo-American was also seen as a tragic, romantic precursor to the Chicano/’s own struggles. Chicano/a students and radicals of the 1960s, searching for group identity and a philosophy that would help explore and define their relationship to the dominant white hegemony, appropriated the mythological, Mexican Indigenous of the Southwest as their ancestor.
The historical antecedent of a Spanish colonial experience, now grafted onto the Anglo American’s domination, provided the structure for this model of internal colonialism. The Aztlán mythology, with its claims to land, fit in perfectly with this construct. Thus, the new Chicano/a, tied to the land, was the heir to the colonized land of Aztlán. In this scenario, the Chicano/a’s inability to complete their dominion of this land was due to the colonizer’s appropriation and the imposition of an apartheid-like system that kept them oppressed.
In the new Chicano/a’s philosophy their blood connection to Mexico, manifested through the Conquest and the mestizaje, sanctioned their appropriation of the Aztec mythology and ancestry. Through this “implicit status” as heirs to the first people of the area, the Chicano/a of the 1960’s appropriated the Southwest as their own land; their own heritage; their own destiny. The Mexican mestizaje and the Aztlán mythology created the rationale for weaving the Chicano/a into the indigenous past. Stories of this mythological reinvention provided the vehicle for reification. The telling and retelling of these stories continued. Through the 1960’s and 1970’s, the assertions of the Chicano/s as the ancestors of Aztlán developed from a sense of spiritual mythology to that of a geographical fact.
The nobility engendered in the Aztec by the trope allowed the Chicano/a to escape the reality of a second-class status in America and claim an ancestral royalty through a tenuous bloodline. While on this field of contention the ethnic, cultural games of coercion and consent in the restructuring of the Chicano/a hegemony and its placement within the larger hegemony of the dominant white race were to be played out. This new thrust was articulated in the first manifesto of the Chicano/a Movement.
El Plan Epiritual de Aztlán (Anaya and Lomeli,1989), written by Chicano/a students (largely by the poet Alturista) at the First Chicano National Congress in Denver, Colorado in 1969, was much more then a simple manifesto for action. It overshadowed and dominated the Chicano/a’s leaders and their agendas. It took the Chicano/a from their place as subaltern other in Anglo culture and replaced it with the trope of a marginalized, yet proud Indian people. It set land boundaries and created a new people with a new destiny. El Plan begins:
“In the spirit of a new people that is conscious not only of its proud historical heritage but also of the brutal “Gringo” invasion of our territories, we, the Chicano inhabitants and civilizers of the northern land of Aztlán from whence came our forefather reclaiming the land of their birth and consecrating the determination of our people of the sun, declare that the call of our blood is power, our responsibility, and our inevitable destiny” (p. 1).
The call was for an ethnic identification with the Chicano/a name as a signifier of place and ancestral land claims. The Aztec mythology was appropriated and modified by the cultural nationalists to serve their means. It’s important to point out that the call was not for a return to Spanish Castile, or Aragon, or Galacia. It was not even a call to the glory days of the Spanish conquest of the New World. No, ethnic identification and cultural representation were to be solely based on the indigenous component of the Chicano/a as recognized in a culturally essentialized manner through the Mexican mestizaje. Because, as Chicano/as (Americans of Mexican descent) we, are products of the mestizaje. We are the products of the horror, rape, love and hate in as many combinations that could happen between the Spanish invaders and the indigenous of Mexico. But, the call to unity and collective identity for the Chicano/a was achieved through embracing the otherness of the Mexican version of a noble savage mythology (the Azteca trope). This was brought about by the embracing of a model of internal colonialism that provided the convenient excuses for the culturally aborted Chicano/a’s lack of development economically, politically as well as culturally. The movement was challenging the Anglo hegemony and its perceptions of Chicano/as (perpetuated by their oppression) as only second-class citizens without merit. The challenge for the Chicano/a movement as a whole was to eradicate this perception from the Chicano/a’s own mindset. The answer was to replace the insulting and irrational image of the lazy Mexican with a trope based on the nobility of a colonized, marginalized, Mexican/Indian ancestry in the United States: the mythology of the Aztec homeland.
This “memory” of the past nobility of the Aztecs and our connection through spurious bloodlines helped maintain the Mexican and the Chicano/a through the 1960s. The fusion of the Aztlán mythology with the mythology of the above mentioned Indian-ness and “implicit status” as the first inhabitants of the region was essential in developing the colonized trope of the noble savage. Identification with the trope was effective. Chicano/as embraced the indigenous side of their heritage never even stopping to ask if it was real, or a mythological invention, or what had happened to the Spanish side of the equation. The Mexican mestizaje, with its simplified, binary composition lacking the specificity of details as to the reality of the different components that made of that mezcla, began its own journey through Chicano/a mythology as the simple truth; Indian good, Spaniard bad. But, Shelia Contreras (1998) asks a provocative question:
Do I dare suggest that arguments for institutionally sanctioned marginalized identities such as ‘post-colonial’ and ‘Indian’ are ultimately attempts to appropriate in some form the cultural capital that has been accrued by the larger field of Postcolonial Studies and the ‘tragedy’ of ‘the Indian’ in the Americas-a recognition that continues to be withheld from the Chicana/o (p. 51)?
Or, as I have asked, are we trying to benefit from spurious cultural and blood associations with the marginalized otherness of the Azteca trope, the noble savage? The answer is obviously yes.
Because this identification helps erase the historical fact that our Spanish ancestors and the Anglos were not oppositional warriors in the contested open spaces of the American Southwest, but co-exploiters of the indigenous populations already there. The unfortunate reality is that the supposed colonized, to a large extent; turn out to be the colonizers. The model of internal colonialism and the trope of the marginalized noble savage were a convenient excuse for the self-marginalization of the Chicano/a for essentially strategic reasons, but it’s not completely true, because, both the Anglo and the Spaniard/Mexican were realizing the real colonization of the Southwest. Thus, the trope (Mexican as Indian victim) of colonization in the Southwest wilts under the reality of the Mexican as colonizer/settler. How could this trope of implicit status, of the indigenous roots of the Chicano/a and ties to Aztlán be maintained in the face of the stark evidence to the contrary? The answer to this question is that it was maintained and does survive very nicely, because, this mythology continues to flourish. The Aztlán mythology became integrated into Chicano/as reality. What had been a call to spiritual unity became a call for possession of another’s land. Thus, our desire for a homeland, in order to fulfill the tenets of the internally colonized paradigm, became a usurpation of Indigenous land with the claims and manufactured blood ties triumphing over reality. But, Chicano/as were not content with only land claims.
Succeeding generations of Chicano/as continued their education in colleges and universities joining organizations and clubs that amplified and reified their claims. In a bid to strengthen their claims on the indigenous, some Cultural Nationalists attempted to alter the Chicano/a signifier. Some changed their cultural identifier to Xicano in order to express a desire for even closer ties with the Nahuatl languages (Klor del Alva, ) of the Aztecs.
As a Chicano graduate student writing on the problems of Chicano/a identity, my concerns are with the Chicano/a and the way appropriation of a Mexican, indigenous mythology has evolved from a symbolic, to a figurative and now a somewhat literal excuse for cooptation of the lands of the Southwest. As a Chicano/a, and because of the Chicano/a reliance on the mestizaje I feel that can look into the phenomenon of Chicano/a mythological appropriation of things Indian. But I repeat, I am a Chicano/a not an Indian. So, if Indians read this they should know that I do not claim to speak for them and their concerns. I speak of Chicano/a things that cross over into the realm of the Indigenous. I also hope that when Chicano/as read this they will remember and understand the reality of their forefather’s experiences in the American Southwest before they literally or figuratively appropriate and embrace someone else’s land.
Because, in the United States this strategy of cultural essentialism, rooted in the Mexican mestizaje (Chicanoness defined through Indianness while ignoring the Spanish component except for language) that was engineered by the Cultural Nationalists, was successful in positioning the Chicano/as as the heirs and forefathers of the Mexican Nahuas and Aztecs (Klor del Alva, ). And In the minds of some in the succeeding generations of Chicano/as, this firmly established that Aztlán (based in the American Southwest) was their spiritual and temporal homeland. This essentialism brought about the reclamation of a mythological homeland and the nobility of the Indian trope.
In the search for ethnic community and commonality, the Aztec mythological past (without either a physical location or time) created, for those who participated, an experience of familial sharing and bonding and for those who didn’t at least a point of cultural reference. The embracing of the mythology was one function of the Chicano/a heritage’s liminal status in the real and imagined borderlands between Mexico and The United States. The Mexican mestizaje provided the rationale and the weaving of the Chicano/a into the indigenous past while stories of mythological reinvention provided the vehicle. I still find these quests for historical identity inspiring and meaningful in their intent and appallingly jingoistic and dismaying in their implementation. Padilla (1989) asks:
When…does the appropriation of the heroic past lead to self delusive political action…What happens when political activists mandate the work of the ‘guardians of culture’…At what point should the past be challenged for its lies and deceits rather than idealized and accorded heroic dimensions for political purposes (p. 116)?
In other words, when does cultural nationalism stop being the symbol of a solution and start being part of the problem? Since cultural nationalism’s main achievement has been consciousness raising, what happens after the consciousness has been raised? The answer is that resistance to the paradigm develops.
